Pilot project launched in Poland

State-of-the-art TETRA radio network to improve internal security

München, Aug 6, 2003 - The Polish government of Czluchow has commissioned a pilot project to set up a modern radio system with a view to improving internal security and cooperation among rescue teams. R&S BICK Mobilfunk, a subsidiary of Rohde & Schwarz, supplied and installed a TETRA ACCESSNET ®-T radio system in the new control center in Czluchow. At the opening, the Polish minister of the interior, Krzysztof Janik, who made a special trip for this event, was shown the functions and benefits of direct radiocommunications between police, firefighters, rescue services and control center.


The purpose of the project launched by the Polish minister of the interior was to give citizens an increased safety and to promote closer cooperation among the operational forces. Communication must be quick and to the point to reduce the response time of the emergency services to a minimum. A new control center was specifically set up for this project, and cameras and emergency telephones were installed. Sensitive locations such as busy crossings or public places are monitored by these cameras. The emergency telephones enable direct and immediate contact with the control center where the rescue teams and emergency services are instantly coordinated via TETRA.


For TETRA radiocommunication, a TETRA base station with integrated exchange (DSS-500) was set up in Czluchow. The DSS includes a gateway to the inhouse PBAX system, permitting radio conversation to and from the inhouse or public switched telephone network. In addition, the TETRA terminals in the vehicles are equipped with global positioning system (GPS) receivers. The TETRA dispatcher can thus coordinate action simply by knowing the position data. In order to support rescue team missions, the NOAH (a project for emergency, organizational and working aid) system has been demonstrated. NOAH helps to save valuable time when treating injured or sick patients: Data on the type and seriousness of the injury can be transmitted with the aid of the TETRA radio system to the control center already during transport. Appropriate measures such as selecting the optimum hospital are thus possible at an early stage, and the hospital is given enough advance time to prepare for the admission of the patient.


There are already plans to extend the radio coverage area. Other communities in Poland are also interested in setting up this new system.
