LTE for Public Safety

Rohde & Schwarz is committed to LTE for public safety and is currently enhancing its test and measurement solutions to support testing and verification of all relevant features and functions. For example, the R&S®CMWrun sequencer software supports fully automated testing of RF parameters for LTE Band 14 devices in line with 3GPP TS 36.521-1 and also of audio quality and power consumption for voice over LTE (VoLTE).

Today, usually two separate wireless communications systems are in place to serve the needs of commercial applications on the one hand and critical communications, often referred to as public safety, on the other hand. This is due to the very different requirements for both systems.

The vast success of LTE/LTE-Advanced becoming the wireless communications standard for delivery of mobile broadband data and high-definition (HD) voice has led to a commitment of governmental authorities to select LTE as the underlying technology for their next-generation public safety networks. The United States takes here a leading role.

The US regulator, the Federal Communications Commission (FCC), set aside 20 MHz of paired spectrum during the 700 MHz auction in 2008. This spectrum is intended to be used for a nationwide broadband public safety network, deployed, operated and maintained by the First Responder Network Authority (FirstNet).

At the same time, the 3rd Generation Partnership Project (3GPP) has taken on the task of enhancing the current LTE specification and adding important features like device-to-device (D2D) communications, group communications or mission-critical voice for push-to-talk, in order to get the technology ready for critical communications. These features and functionalities are targeted for the upcoming Releases 12 and 13. However Release 11 already added a feature that allows an LTE-capable device operating in Band 14 to transmit with a much higher output power than any commercial device required to overcome coverage gaps in rural areas. This, together with all other features and functions, requires extensive testing on all layers: RF, PHY/MAC, protocol, conformance, infrastructure and the network itself.
