The NIS Directive represents the cornerstone of the EU's efforts to step up its overall cybersecurity. It is the security counterpart to the European Digital Single Market strategy focused on making the EU single market fit for digital age by imposing a common high level of network and information system security. The NIS Directive identifies two new categories of actors: Operators of Essential Services (OES) and Digital Service Providers (DSP). The OES have to comply with more stringent security requirements than DSPs because of the inherently higher risks they face.


The NIS Directive is the EU response to the ever-growing IT vulnerabilities and threats driving strategic cooperation and collaboration framework that is operationally adapted at a local level by the EU Member States. The NIS regulations transposed into national laws in late 2018 aim to prevent cyber attacks, protect the Essential Information Systems of the Operators of Essential Services and remedy in case of breaches. The NIS Directive targets the critical infrastructure services across the European Union (EU), whose disruption could affect the economy and the functioning of Member States. Once identified, the OES are required to register with their competent authorities, which will actively monitor and audit them.
