[LBS-NR] ATT Back to back 911 MO Tests failing as Signaling type is getting reset at the second MO call step

Question

AT&T deleted the SIP precondition requirement in version 19.3 and onwards. Therefore, for AT&T Tests, Signalling type is always set to “without Preconditions”.

However, in LBS-NR 16.30 release at time of Dialing of 2nd 911 call, Signaling Type is reset from "Without Precondition" to "Precondition" due to this 911 MO call is not getting established with some UE's and test aborts.
