In late 2024, the Washington Administrative Code 246-230 established new safety limits on security screening systems which use ionizing x-ray radiation energy for general-use and limited-use. Passed into law WSR 25-01-051 in early 2025, the new safety limits prohibit minors under the age of 18 from being exposed to systems using this ionizing energy. For residents over 18, the per dose and annual limits would limit the usefulness of ionizing x-ray security screening technology as the current screening process can occur two to three times a day depending on activity and visitations.

To address the change in law, Echo Glen and Green Hill School facilities selected the Rohde & Schwarz QPS201 security scanner to replace their existing systems. The QPS201 enabled both facilities to scan residents as needed without health risks. Installed near each facility entrance alongside a baggage scanner, now all visitors, volunteers, contractors, and staff are screened at 100 percent. Because staff and contractors can freely exit and reenter facilities several times per day, moving from random to 100% screening ensures a consistent, unbiased, and highly secure process.
