No, it is not. The default path for the EMC32 setup is the program folder.
The Windows user does not need Windows administrator rights, but must have
the permission to write to the EMC32 folders ...\Configuration and
...\Tests . If the user also wants to change templates, the user
additionally needs permission to write to the folder ...\System.
