Join Rohde & Schwarz USA in an impactful role focused on building and managing technical training programs that support our Air Traffic Control communications projects across North America. As a leading supplier of ATC technology in the U.S. and Canada and a trusted partner to air navigation service providers, R&S offers the opportunity to support complex, mission-critical systems that help ensure safe, reliable operations. Based in Maryland, this role is well suited for an experienced learning and development professional who can organize complex technical training needs, partner effectively with technical subject matter experts, and build scalable training processes that improve workforce readiness across the FAA/ATC program. This is a hybrid role requiring regular onsite presence in Frederick, MD with occasional travel to Columbia, MD and Coppell, TX.

Your tasks

  • Develop, implement, and continuously improve training programs that support FAA/ATC technical onboarding, job function training, and workforce readiness.
  • Build and manage structured learning paths for key FAA program audiences, including system engineers, test engineers, field service engineers, contractors, and other technical staff.
  • Partner with FAA program staff, engineering leads, technical SMEs, and the Technical Trainer to identify training needs, prioritize gaps, and align learning solutions to business goals.
  • Coordinate training logistics, including scheduling, onsite setup, learner attendance, feedback collection, test completion tracking, grading criteria, and training records.
  • Own LMS administration and reporting for FAA training, including course assignments, completion tracking, learner progress, and training compliance documentation.
  • Facilitate training working groups with engineering managers, team leads, and SMEs to validate content, define priorities, and ensure training remains accurate, current, and aligned across program stakeholders.
  • Create and maintain training materials, curriculum frameworks, job aids, SOP training resources, and supporting documentation in partnership with technical experts.
  • Support the development of training related to technical onboarding, site surveys, site testing, and Standard Operating Procedures.
  • Manage the full training lifecycle, including planning, scheduling, delivery coordination, evaluation, reporting, and continuous improvement of training initiatives.
  • Measure training effectiveness through assessments, feedback, LMS data, performance metrics, and stakeholder input.
  • Provide regular updates and recommendations to leadership regarding training progress, gaps, risks, and improvement opportunities.
  • Lead onboarding and orientation programs to support the successful integration of new employees and contractors into the FAA/ATC program.
  • Support knowledge capture efforts by helping convert SME expertise, lessons learned, and technical processes into reusable training resources.
  • Foster a culture of continuous learning, professional development, knowledge sharing, and technical readiness across FAA/ATC programs.

Your qualifications

  • Bachelor’s degree or advanced certification in Learning & Development, Instructional Design, Organizational Development, Business Administration, or a related field; equivalent experience may be considered.
  • 5+ years of experience in training, learning and development, workforce development, technical training program management, or a related field.
  • 5+ years of experience designing, implementing, and managing training programs for diverse employee populations.
  • Experience building or managing training programs for technical, engineering, manufacturing, aerospace, defense, telecommunications, government-related, or similarly complex environments.
  • Strong knowledge of adult learning principles, instructional design methodologies, training evaluation, and training best practices.
  • Experience using a Learning Management System to assign, track, report, and manage training completion and learner progress.
  • Strong project management and organizational skills with the ability to manage multiple training initiatives, stakeholders, and priorities simultaneously.
  • Ability to partner with technical SMEs and translate complex business needs into structured learning plans.
  • Experience analyzing training effectiveness and using metrics to drive continuous improvement.
  • Strong communication, facilitation, relationship-building, and stakeholder management skills.
  • Ability to build strong relationships and collaborate effectively with leaders, employees, contractors, and cross-functional teams.
  • Proficiency with Microsoft Office Suite, LMS tools, and other training-related software.
  • Ability to work independently, exercise sound judgment, and drive initiatives from concept through execution.
  • Willingness to work in a hybrid capacity with regular onsite presence in Frederick, MD and travel approximately 10% as needed.
  • In order to be considered, candidates must be a US citizen capable of obtaining a US Public Trust Security Clearance.

The total compensation for this position is $83K-$110K. Total compensation includes base salary, variable pay (when applicable) plus benefits. The range is determined by the position, geographic location and level. Individual pay within the range is determined by several factors including location, education or training, relevant work history, sales incentive structure and job-related skills.
